國際航空運輸協會（IATA）6月9日發放新的手提行李指引，建議今後乘客攜帶上機的手提行李尺寸，不得超過21.5×13.5×7.5吋（即55x35x20厘米），較IATA舊指引的行李體積縮水近40%。如各大航空公司跟從，旅客將需要買新行李箱。IATA指，希望訂立新指引後，全機旅客的手提行李都可以順利放入機艙內的行李櫃。國泰航空表示，手提行李尺寸規定暫時維持不變。
IATA高級副總裁溫德米勒（Thomas Windmuller）指，協會在發出新的手提行李尺寸指引前，曾徵詢飛機製造商波音及空中巴士公司，2家公司均認為這個尺寸最理想。溫德米勒表示，手提行李大小一直困擾乘客及航空公司，更形容航空公司在閘口設置的手提行李量度架「荒謬」，因乘客要到最後一刻才知道原來行李太大。
IATA原有手提行李指引尺寸為22x18x10吋（即56x45x25厘米），但現時多間航空公司均有各自的規定，大小不一。溫德米勒強調不會強制所有航空公司跟從，但屬下260多家公司絕大部分的會員表示贊同新指引。IATA目前亦已開始接觸行李箱製造商，促請他們製造合符新規定的行李箱，並貼上「符合機艙規定」（Cabin OK）標籤，預料今年尾推出市面。新措施意味乘客將來需要購買新一款較細的行李箱，否則就要支付費用託運行李。
雖然IATA稱新指引「惠民」，讓乘客可以公平使用行李櫃空間，空服員亦無需為行李「執位」而浪費時間，但網民普遍對IATA的新指引不睇好，認為這只是巧立名目，讓航空公司賺錢。
IATA向英國傳媒表示，國泰航空、中國國際航空、中國南方航空、阿聯酋航空、德國漢莎航空及卡塔爾航空等約8家大型航空公司，均指會採取新指引。但國泰航空否認有意跟從，表示現時的手提行李大小標準為22x14x9吋（56x36x23厘米），會維持不變，現階段不會作出任何調整。
主要航空公司目前的手提行李大小規定（長x高x闊）：
國泰航空：22x14x9吋
中國國際航空：21x15x7吋
中國南方航空：三邊長度合共不得超過45吋
阿聯酋航空：22x15x8吋
卡塔爾航空：20x15x10吋
漢莎航空：21.5x15x9吋
Passengers are set to be hit with new stricter controls on the size of carry-on bags under plans being drawn up by the industry trade body representing leading airlines.
New guidelines have been drafted by the International Air Transport Association (IATA), which acts for 260 major scheduled carriers, currently accounting for 83 per cent of air traffic.
If all airlines adopt the proposals, the new limit would see the maximum size of a carry on bag cut to 21.5 inches tall, 13.5 inches wide and 7.5 inches deep.
However, currently individual airlines vary.
The size set by British Airways, for example, is currently 22 inches tall, 18 inches wide and 10 inches deep.
BA also allows passengers to take a second smaller personal bag on board and even that, at 18x14x8 inches, would exceed the new limits recommended by IATA.
A spokesman for IATA stressed that the proposals were guidelines and that airlines were free to set their own limits.
However, eight carriers have already said they will follow the new controls: Air China, Avianca, Azul, Cathay Pacific, China Southern, Emirates, Lufthansa and Qatar.
